Does a heat pump work in an Ontario winter?

Modern cold-climate models are built for it — they're rated to well below -20°C and are the standard the Ontario and federal rebate programs fund. The rebates require a model on Natural Resources Canada's qualified products list, which is effectively a built-in quality floor.

Do I need ductwork for a heat pump?

No. If your house has forced-air ducts, a central heat pump swaps in relatively simply. If it heats with a boiler or baseboards, ductless mini-splits (one or more wall heads) are the usual fit — both styles qualify for the rebates if the model is NRCan-listed.
